The interaction and relationships between staff and elected municipal officials form the most important link to the smooth running of municipal government. This session will help participants understand the nuances of this relationship.

10:30am to 11:30am • Ministry of Environment: Waste Management for Recreation Facilities 

Today’s recreation professional have a responsibility to be an “environmental steward” as part of their regular job description. The Ministry of Environment is the governing body responsible for compliance to environmental law in Ontario. Recreation professionals must be aware of Ontario Regulation 347 which outlines what is considered subject waste, defines generators of subject waste, sets out manifesting responsibilities and land disposal restrictions that can impact all sectors of recreation facility operations. Additionally, Ontario Regulation 463 provides obligations and objectives for controlling ozone depleting substances and other halocarbons handling/ certification requirements. This presentation will help clearly define proactive waste management responsibilities and legislative compliance strategies.

1:15pm to 2:15pm • Winter Grounds Operations: Reducing Risk of Litigation 

In Ontario we see dramatic changes in weather with each new season. However, many recreation departments fail to make the same defined shift in their operations. Removing waste containers and halting maintenance activities in a recreational area may be insufficient warning to users that they should no longer be using playground equipment, grounds or other outdoor recreational infrastructure not meant for winter use.  Consider the CSA soil compaction standards for areas below a play structure. A frozen ground would no longer meet that standard and the play area would not be considered safe. Educating the community, proper signage and regular inspections should all be a part of your winter operations plan. Children love to play outside, and the winter months are no exception. This session will discuss common operational hazards surrounding toboggan hills, playgrounds and outdoor skating facilities while offering important tools for effective risk management that participants can take and use in the course of their work. We all want to foster a culture of active play while at the same time helping to ensure user safety and reducing litigation exposure.
