WHAT's NEW ON THE ORFA WEBSITE
TECHNICAL CORNER CLARIFICATION:
RE: Facility Forum May 2009

A slip of the keys…My
last posting in Technical Corner caused a little confusion surrounding
the qualifying time associated with the awarding of the Safe Ice
Resurfacer Operator (SIRO) certificate. The stated 25 resurfacing is in
fact what our training partner Serving The American Rinks (STAR)
requires of their membership. As stated in the answer a typical
resurfacing in Ontario is actually 20-minutes not 10-minutes! It is
recognized that there is a 5-minute pre-flood time requirement +
10-minutes for the resurfacing time + 5-minutes to dump and safely park
the equipment = 20-minutes. The ORFA requires a minimum of
25-hours of resurfacing time to qualify. Members can obtain this
goal by completing 75-floods (20-minutes x 3 floods = 1-hour thus 75
floods = 25-hours). The process also accepts time spent performing ice
maintenance. Such tasks can be used to arrive at the overall time

Remembering Frank Westoby November 15, 1915 - April 3,
2009
I
also wish to pay special tribute to Mr. Frank Westoby.
Frank was one of the Association's founding
members and passed peacefully at his home on April 3,
2009. Frank was a sixteen year Board Member, Past
President, Life Member, co-founder of the Association
magazine and instructor at many an Association training
event since 1956.

RINC
PROGRAM INFRASTRUCTURE
Under
the RInC program, municipalities, First Nations,
community organizations and other not-for-profit
or private groups that have projects that can be
completed by March 31, 2011, are invited to
apply for funding. RInC's objectives are to
provide an immediate, targeted stimulus to the
economy and help mitigate the impacts of the
global economic recession by increasing
construction activity related to recreational
infrastructure. This program also encourages
participation in physical activity and community
building by upgrading and repairing recreational
facilities

programs, and many worthwhile
projects can proceed to create
jobs and stimulate the economy.
The Government of Canada is
providing the full amount for
Ontario,
$195 million over two

for this construction season.

Ontario’s Cosmetic Pesticide Ban:
As of April 22, 2009, Ontario’s Cosmetic Pesticide Ban came into effect;
the requirements of the ban are detailed in Ontario Regulation 63/09 and
the Pesticides Act, which was amended by the Cosmetic Pesticides Ban
Act, 2008. The provincial ban overrides municipal pesticide bylaws,
protecting all Ontarians, not just those in some communities. It also
establishes one clear set of rules, which makes it easier for Ontario
businesses to follow.

TechTip for Hiring Young Workers
When hiring young workers it is important to lead by example. Listed
below are ways in which you can lead by setting a good example for young

Attend the training sessions being provided for your workers.

Use and wear safety equipment when it's required to be used by your
employees.

Participate in fire drills and any other emergency response
training.

Treat every young worker with the same care and respect you would
want bestowed on your teen.

Include health and safety in your company's strategic plan.

Personally encourage young workers to report health and safety
problems they may encounter.
Tell your young workers everything they need to know about workplace
health and safety before they have to ask.
Training Resources for Young Workers: The need
for proper orientation and ongoing training cannot be over emphasized
for all workers. Worksmart Ontario is the official website for the
Ministry of Labour for young and new workers. A new worker's first few
weeks on the job are crucial to establishing good safety practices.
Habits tend to deteriorate over time, so it is key that good habits are
taught from the start. Make safety an over-riding responsibility and
encourage open and safe workplaces.

Pool Circulation Tip -
Ping pong balls are a great way to test circulation.
To observe a pool’s circulation, try the ping-pong ball test. This
involves tossing at least a dozen ping-pong balls into the pool and
watching where they travel. The balls should travel in a clockwise
pattern and eventually end up in the skimmer basket. To test the
skimmer’s draw, drop a single ball just front of the skimmer basket. The
ball should move quickly toward the skimmer and over the weir. If the
draw is weak, try readjusting the suction valves (main drain and
skimmer); it should create better circulation flow. [Source:

DECOMMISSIONING: BUILDINGS
This is the systematic process
of isolating, draining down water systems, and purging all
mechanical and electrical plant and equipment, including
specialist plant and equipment and services (lifts, Escalators,
medical gases, fume cupboards etc.) This should be carried out
through a planned sequence of events supported by method
statements and permit-to-work procedures, as appropriate.
Decommissioning may carried out as part of the process to
demolish the building or to carry out a large-scale
refurbishment, or to render a building ineligible to be
