Safe Registered (Unattended) Refrigeration Plant Operations Workshop

Entry into any registered refrigeration plant in Ontario is considered a privilege according to the Technical Standards and Safety Authority (TSSA). When this privilege is extended to any worker it must be accompanied with a basic skill level. Most ice rink operations in the province are considered “unattended”. This status allows the owner of the registered refrigeration plant to operate without “certified” staff. However, this reduced level of set competency in no way lessens the legal responsibility and accountability of all workplace parties for safe operation of the registered refrigeration plant room.The Operating Engineers Regulation (OER) is written in a manner to help owners and operators interpret the Regulation and the requirements specific to their plant and its equipment; regrettably no one application of the OER can be applied directly across the province as each plant is different and such differences must be related to the Regulation requirements. Registered refrigeration plants exceeding 200hp are required to be operated as attended facilities. The competency of these individuals is strictly controlled by the OER and policed by TSSA. Registered refrigeration plants under the 200hp threshold are to be operated by “competent persons”.

 

Competency of a worker is clearly defined by the Occupational Health and Safety Act (OHSA) as a person who:

a. Is qualified because of knowledge, training and experience to organize the work and its performance,

b. Is familiar with this Act and the regulations that apply to the work, and

c. Has knowledge of any potential or actual danger to health or safety in the workplace.

This workshop is designed to explore minimum levels of skills and competency for all who enter and conduct work in an unattended registered refrigeration plant.

 

Topics will include...

  • The roles of all workplace parties in the safe operation of the registered refrigeration plant room (owner, operator, service professionals, inspectors);
  • The role of the OHSA, OER, B-52 Mechanical Refrigeration  Code, Regulation 347;
  • Understanding confined spaces and registered refrigeration plant room entry competency under such conditions;
  • An introduction to key pieces of equipment found in a typical registered refrigeration plant room;
  • Understanding the primary purpose and safe operation of this  equipment;
  • A review of typical safety devices found in a typical registered refrigeration plant room and how to reset them;
  • A review of risks and hazards that can be found inside a registered refrigeration plant room;
  • The importance of knowing how to stop and start the plant should a malfunction occur;
  • The role of all facility staff in addressing emergency events in a registered refrigeration plant room;
  • Proper log book use;
  • Developing a workplace specific training plan to support worker competency;
  • A written test to confirm information understanding and retention.

Each participant shall receive:

  • A workshop resource
  • A certificate of successful completion (if 60+% is gained on the workshop test) for their training file
